WEA report schema v1 freeze (Gate 5)
freeze_id wea-v1-report-schema-freeze: old fixtures remain readable; required-field removal fails without schema_version bump.
The machine-readable Website Evidence Audit report shape is frozen at
schema_version: 1.
data/report_schema.yaml now carries status: frozen,
freeze_id: wea-v1-report-schema-freeze, a published freeze_lock inventory,
and an explicit additive-only compatibility policy. Within version 1, optional
fields may be added. Removing or retyping a required field, removing a severity
or status value, or dropping a frozen published field name requires
schema_version + 1 and a new launch-log entry.
Compatibility is enforced by runner/report/schema_compat.py and
runner/tests/test_report_schema_freeze.py: a minimal required-only v1 fixture
remains readable; an engine-derived report remains readable; simulated
incompatible removals fail while schema_version stays 1 and pass only after
a version bump.

Definition version remains 1 (contract_id: wea-v1-honest-freeze, ADR-0018).
Report schema_version remains 1 (freeze_id: wea-v1-report-schema-freeze,
ADR-0019). Runner/derivation package versions remain those stamped in report
runner blocks (e.g. 0.1.0).
What this closes
Launch gate schema-frozen for the report JSON schema (Gate 5), completing
the check-contract freeze already recorded in ADR-0018.
What remains open
Runner commercial delivery completeness, Gate 4 independent QA disposition on reproducibility evidence, ownership proof, checkout, and live charges. Catalog stays unavailable and unpriced.
